As fires rage through Pacific Palisades and adjoining areas, the Chief of the Los Angeles Department of Water and Power (LADWP) has been blamed "for a raft of failures" that contributed to what has been described as the largest conflagration in the history of Los Angeles.
Janisse Quinones was tapped to lead the nation's largest municipally-owned utility, with a $750,000 annual salary, or nearly double her predecessor's.
Soon after, fires, some of which were set by arsonists, have consumed Los Angeles. Tragedy followed by profits through improvements to infrastructure, have been a recurring theme throughout Quinones' career.
