Congress Fails to Honor Emoluments Clause

The Titles of Nobility and Foreign Emoluments Clause of the U.S. Constitution is intended to protect the sovereignty of the United States, ensuring that the federal government represents the interest of the American people, rather than those of foreign countries seeking to extract the wealth, labor, and resources of the American people to enrich and otherwise benefit themselves. Congress is required to enforce this clause, but what happens when Congress itself has fallen under the influence of hostile foreign interests? What recourse does the country have then?
